工博会科技论坛举办“防腐蚀技术与标准化”国际研讨会GongBoHui technology BBS held international symposium

  由上海市质量技术监督局支持,上海市标准化协会主办的第十六届中国国际工业博览会科技论坛—“防腐蚀技术与标准化”国际研讨会于2014年11月3日举行。中国标准化协会及中、美、欧等国内外标准化组织和产学研各界专家围绕加快采用国际标准和我国相关标准的研究与应用、防腐蚀新技术、新材料、新设备的应用及安全低碳设计在防腐蚀产业中的推广以及我国腐蚀材料数据共享平台建设等议题展开了深入研讨。

  防腐蚀技术广泛应用于人类生产、生活的各个方面,提升技术能级、增强防范能力,其经济与现实意义是巨大的。据了解,我国每年因腐蚀造成的经济损失为当年GDP的3%~5%,高达几万亿元人民币,而按每万元GDP消耗1吨标准煤计算,每年由于腐蚀问题所造成的能源损失就有几亿吨标准煤。腐蚀还会造成各种事故和重大灾害,因管道、设备的腐蚀,引发压力容器爆炸和地下管道爆裂事故时有发生。随着一些新的腐蚀问题不断出现,越来越多的重大安全事故的发生原因往往与此相关。

  当前,节约资源、保护环境、保障食品安全等重大腐蚀控制领域都迫切需求从源头和技术基础上获得更有力的支撑—这是对防腐蚀技术标准化最现实的要求,最显著的表现即在于地下长输管道、深海装备、航空航天等重大工程推动了防腐蚀系统工程与新标准的深入发展。

  目前,我国共批准发布了化工、石油、船舶、冶金等专业领域防腐蚀国家标准97项,在国际上承担ISO/TC156(金属及合金的腐蚀)国际秘书处工作、同时担任ISO/TC67/SC2(管道输送系统)和TC107/SC7(腐蚀试验)参与成员国;但是,我国相关标准的采标率仅为20%左右,部分防腐蚀新产品、新工艺、新技术的标准制定,尚不能适应市场的需求。尚处在蓄力阶段的中国防腐蚀标准化,与国际先进水平相比还有较大差距,因此,要切实提升我国防腐蚀标准对节约资源、保护环境和实现安全生产的贡献率。

记者了解到,国家层面已经启动构建政府引导、市场驱动、社会参与、协同推进的标准化工作格局;社会团体标准将成为国家标准化体系有益补充,防腐蚀标准化将作为开展社团标准的试点领域,我国将围绕防腐蚀技术系统性优化为核心目标,统筹考虑各专业、各领域标准之间的协同配套,引入综合标准化工作理念,进一步支撑好我国防腐蚀技术创新发展。

  为促进防腐蚀技术标准与国际先进水平接轨,本届研讨会同时设置了防腐蚀技术新技术、新材料、新方法成果的现场展示,介绍了国内外防腐蚀技术研究检测机构和生产企业技术创新与标准化发展成果,开展了专业技术和研究成果交流。

Anti-corrosion technology is widely applied in all aspects of the human production, life, improve technical level, enhance their ability to prevent, the economy and the practical significance is huge. It is reported that China's annual economic loss caused by corrosion is 3% ~ 5% of GDP, up to trillions of yuan, and tons of standard coal consumption per ten thousand yuan GDP 1, each year due to corrosion problems caused by energy loss there are hundreds of millions of tons of standard coal. Corrosion will cause accidents and major disasters, due to the corrosion of pipelines, equipment, cause the pressure vessel explosion and underground pipes burst accidents have occurred. With some new corrosion problems appear constantly, more and more serious safety accidents often associated with it.

 

Currently, save resources, protect the environment, ensure food safety and other areas of significant corrosion control are urgent demand from the source, and technical basis for a more powerful support - this is the most realistic requirements of anticorrosion technology standardization, which is a representation of the most significant underground long-distance pipeline, deep-sea equipment, aerospace and other major projects to promote the anti-corrosion systems engineering and the further development of the new standard.

 

At present, the total approval issued chemical, oil, shipbuilding, metallurgy and other professional anti-corrosion national standards, 97 in the world to assume ISO/TC156 (corrosion of metals and alloys) international secretariat work, at the same time as the ISO/TC67 / SC2 (pipeline system) and TC107 / SC7 (corrosion test) to participate in the member states; But, our country adopt the standard rate is only about 20% of the standards, some anti-corrosion new products, new technology, new technology standards, still can not adapt to the demand of the market. Is still in the phase of xu li of China standardization of anti-corrosion, compared with the international advanced level and larger gap, therefore, we need to improve the corrosion resistance standard to save resources, protect the environment and realize the contribution of production safety.

 

The reporter understands, national level has begun to build the government guide, market driven, social participation, collaboration to promote the standardization of work pattern; Society standard will become the national standardization system beneficial supplement, anti-corrosion standardization will be used as pilot areas for the development of society standard, systematic optimization will revolve around anti-corrosion technology in China as the core goal, overall consideration between standard in the field of each professional, together form a complete set, introducing concept of comprehensive standardization, further support good anticorrosion technology innovation and development in our country.

 

For corrosion protection technical standards and the international advanced level, the symposium at the same time set the anti-corrosion technology new technology, new material, new approaches of the scene demonstration, this paper introduces the anticorrosive technology at home and abroad research and testing institutions and production enterprise technology innovation and standardization development achievement, swap the professional technology and research results.
